Allow firm administrator to update user preferences

Allow firm administrator to update user preferences Allow the firm admin to modify user preferences without having to login as the user. This would be really helpful for setting up Email and Contacts & Calendar synchronization.

This would make it easier to set up team members to all have the same preferences for certain items.
